Highways and Traffic - Objectives
HATO1: To improve highway safety and night time tranquillity in the parish environment by removing unnecessary HGV traffic from the A361 and parish minor roads to the designated A365 advisory freight route.
HATO2: To improve highway safety and overall tranquillity of Seend Cleeve by introducing a 20mph speed limit zone in the settlement area.
HATO3: To locate any new development such that current problems with congestion, parking and road safety are not exacerbated and, if possible reduced.
HATO4: To enhance pavements, paths and cycle routes within the Parish to encourage more people to walk and cycle safely both between village amenities and between settlements within the Parish.
HATO5: To implement improvements to critical parish road junctions.
HATO6: To improve highway safety through the modification and/or extension of speed limits at Parish settlement boundaries.
HATO7: To ensure credible, parish–acceptable traffic plans are produced for any new development.
HATO8: To implement the wider recommendations in Section 11 of the Seend Road Safety Study Initiative Paper, Version 2.1 dated February 2017.

Highways and Traffic - Policies
HATP1: Highway safety and night time tranquillity will be improved by removing transiting HGV traffic from the A361 and minor roads to the A365. This will be achieved through:
HATP2: The traffic speed limit on roads within the Seend Cleeve settlement area will be reduced to 20mph.
HATP3: Future development will be in sustainable locations which reduce existing and future negative traffic impacts.
HATP4: The surface of the Bridleway sections of public rights of way SEEN 6, SEEN 44 and SEEN 49 will be upgraded and maintained to permit safe use by cyclists and parents with infant push chairs.
HATP5: Critical Parish road junctions will be separately identified in the next version of the Seend Road Safety Study Initiative Paper, Version 2.1 dated February 2017 and in any subsequent Local Traffic Plan.
HATP6.0: The 50mph speed limit through The Stocks will be extended to the western boundary of Seend.
HATP6.1 The C20 30mph speed limit will be extended north to include the canal road bridge towpath crossing of National Cycle Route 4.
HATP6.2 The C20 30mph speed limit will be extended south of The Bell crossroads to the junction with Inmarsh Lane.
HATP7 To work with Wiltshire Council to achieve the medium to long-term recommendations of Section 11.2 of Seend Road Safety Study Initiative Paper, Version 2.1 dated February 2017.

- A review of the classification and status of the A361.
HATP2: The traffic speed limit on roads within the Seend Cleeve settlement area will be reduced to 20mph.
